I like oscommerce, they have a huge community and it is pretty easy to use. it is php/ mysql and free. i have set up many sites using it. but it is more than just a shopping cart, it is more like the whole site.

As previously suggested, OsCommerce is a fine choice; so is ZenCart. I prefer ZenCart just because I've worked with it a lot, but OsCommerce is a fine, fine product. I don't think you need to pay for a shopping cart these days, unless what you're really after is an entire inventory management system. In that case, yes, you'll need to purchase whatever the vendor sells in terms of storefront, POS and the like.
